Is there a way to have to set note On duration as a percentage of note duration? Maybe modulate that? Looks like arpeggio are played legato only. If not possible, what is the idea behind what appears like a limitation a first glance?

This isn't currently a feature that we offer, however we're working on refactoring the codebase and after that reaches the point that the new code is feature to feature identical, we're planning on implementing some changes that may fit in with what you're requesting. It may be a few months before we've got things up to speed, but I'm quite excited.
