I would think that once they stop changing the internal structures used to save data (due to adding features/capabilities/options that were not originally planned) then newer updates won't require a full memory wipe.  The alternative is to have the new OS read and reformat the saved data structures after an upgrade, but that can get complicated.

So it's simple - if the users keep asking for new capabilities, the configuration will keep getting cleared out each upgrade.  Users stop asking for stuff, the config stays stable.
You get kind of a negative feedback learning response taking place.

probably the more realistic reason is that space is quite limited and there's simply not room to keep the old and new structures around while the OS does a conversion after an upgrade.
