It may be that there is a misunderstanding about how to route to and from the computer over the PC port, it's a little hard to grok initially. When you send MIDI to the MRCC virtual Out ports (From the DAW to the MRCC) you then need to route those to actual physical outputs, to do this you first press and hold the left PC tactile button below the USB PC port, then while thats held you can pick the numbered port you are sending to from the DAW, it will become lit brighter than the rest, now release all buttons and you'll now press the button under the physical output ports you wish to send to. If sending to one of the USB host port you'll press the right hand button under that port.
The common misconception is that each of the virtual ports is already routed to that numbered output, which makes sense in a way, but this way you actually have control over that and can send to multiple places from each port. If you do wish to set it up so that is the way it's routed, you may and it may be a good Idea to save that as one of your three user templates (first three save slots are meant to be for saving a template to jump off from when routing your setups), so that it loads automatically when you reboot (MRCC loads the last saved or loaded preset on reboot).
My apologies if you are fully aware of how this works, hopefully this info will be helpful to someone at some point down the road. I don't have access to cubase, so unfortunately I can't be of any help there, but I think I've heard of folks on here who do use it, so maybe they can chime in.
